Flammable Liquid: A liquid that has a close-cup flashpoint at or below 100º F (37.8º C).

Flashpoint: The minimum temperature at which a liquid gives off vapor in sufficient concentration to form an ignitable mixture with air near the surface of the liquid. At this temperature the liquid does not give off sufficient vapor to sustain combustion.
